| Bottled water is regulated as a food by the U.S. Food and Drug Administration (FDA), not as a utility like tap water. (Ninety-nine percent of tap water is used for purposes other than drinking, such as agricultural and industrial uses, and in the home for cleaning. In comparison, bottled water is used primarily for drinking and cooking and is therefore considered a food product.) Bottled water companies must adhere to strict bottled water regulations, including the FDA's Good Manufacturing Practices and Quality Standards, as well as any additional state regulations.
